T20 league richer than IPL to start? Will Indian players also be allowed?

However, now it is coming to light that Saudi Arabia has laid the foundation for starting a league richer than IPL.
The Saudi Arabian government and some Saudi businessmen have been seen closely studying Indian cricket. The Saudi government itself is said to be eager to invest in cricket. Saudi government is preparing to include IPL and BCCI in its planning. Asia Cup may also be held in Saudi Arabia in future. Also, they have shown their readiness to organize matches in IPL as well.
What is more surprising than all this is that Saudi Arabia is said to be preparing to launch a richer league than the IPL itself. Saudi Cricket representatives have discussed this with the IPL team owners, and they want to start an equivalent league of IPL in Saudi. In the past, Saudi Arabia has attracted attention by investing heavily in football and Formula One racing. BCCI may also allow Indian players to play in this league if it is decided to play this league.
If the league is to be held in Saudi Arabia, it will require permission from the ICC. Since Saudi Arabia is not a core member of the ICC, certain permissions will be required to start this league. A few days ago, ICC President Greg Barclay said that Saudi Arabia is interested in cricket.
